History
The Science and Technology Information Coordination Center (STICC) is one of the networks in which the Science and Technology Knowledge Services (STKS) participates as a specialized library for science and technology.
The establishment of STICC originated from the Ministry of Education, through the committee of the Universal System for Information in Science and Technology (UNISIST). Recognizing the critical importance of information services—specifically the vital need for both public and private sectors to access accurate, factual, and comprehensive data—the committee drafted the National Information System project, internationally known as the Thai National Information System (THAI NATIS).
The primary objective of this national project was to collect and store existing data to maximize its utilization for efficient national development. When submitted to the Cabinet for consideration, the project was approved in principle, with the recommendation that it should focus specifically on academic information.
Following the Cabinet’s approval on December 2, 1986, an order was issued to appoint the National Academic Information System Steering and Coordinating Committee (NAISSCC), chaired by a Deputy Prime Minister assigned by the Prime Minister, effective from April 8, 1987. The NAISSCC convened a total of three times, resulting in the appointment of chairpersons and subcommittees for five specialized information coordination centers, as follows:
1.Agricultural Sciences
2.Medical Sciences
3.Humanities
4.Science and Technology
5.Economics and Social Sciences
Subsequently, the project underwent a review and restructuring process by the National Security Council, in collaboration with the Secretary of the Civil Service Action Committee and the Ministry of Education. The revision aimed to focus exclusively on academic information, explicitly excluding official government secrets. Consequently, some documents refer to the project as the “National Academic Information System” instead of the “National Information System.”
STICC was thus established according to the aforementioned framework. Today, it continues to operate as a cooperative network comprising 30 member organizations, driven by the vision: “The leading central coordination hub for science, technology, and innovation information resources in ASEAN, dedicated to sustainable development in the digital era.”

National Science Information System Steering and Coordination Committee
Chaired by a Deputy Prime Minister appointed by the Prime Minister, with members including representatives from relevant government agencies, qualified experts, and chairpersons of six subcommittees for information coordination centers in various fields.
Secretariat Office of the Steering and Coordination Committee
The National Library serves as the Secretariat Office for the National Science Information System Steering and Coordination Committee.
Subcommittee for Coordinating Academic Information Centers
Composed of senior executives from agencies related to information coordination centers, chairpersons of subcommittees, qualified experts, representatives of the International Information System Committee, and officials from the National Library.
